Apex was born to a poor class family in Saint Denis (Outskirts of New York) in the winter of early 2000. Apex had a rough life. He was bullied at school and was triggered several times. Apex kept his enthusiasm alive during his childhood days by solving mysteries in the daily times paper. He used to go out to the backyard and find out clues for unsolved petty stuffs. Apex always had a dream of joining the IAA, but his life circumstances changed when one day his drunk dad got into an argument and killed his mother. The cops arrested Apex's Father, and since then Apex has been more of an orphan under the government's care.
In the Government facility for children, the headmaster found Apex extraordinary skills in puzzle solving and mystery quest. Such high IQ student were seen as an asset for the Government. One night a group of masked and suited men forcefully shifted Billy to an undisclosed location to the public. It was the San Andreas Motel grounds. The place which was seen as a heavenly ruin for drug smugglers was actually a secret training ground. The cops used to place fake gangsters around to control the turf when the training used to take place within.
Career Story:
Apex was trained and forged like a fine blade. Making his reflexes smooth and fast. Apex was later a 00 agent in the FIB and had been working undercover helping the feds to bust over 4000 Kgs of Cannabis. Apex was also an extraordinary person in shooting which later paved his way to Assistant Director. Apex joined and worked in the IAA for a few weeks and was a part of Michael Rayyappan's infamous counterfeit and drug bust. Apex also was involved in nabbing Thunder the infamous criminal mastermind behind the 2021 capitol attack. Several sources say Apex was involved in the 2022 scam case, which also involved several ministers in bringing up the scam which affected over 400 people.
Apex had gained a good amount of reputation since then and had always been loyal to his leaders. Billy is now a part of the National Guard to focus more on Protecting his Base and and Criminals.

1. Apex Storm can pick up illegal guns from the ground when a fight is finished and use them on duty and off duty.
