I got punished for GR 6.15 ( When outside the GHETTO you must engage in RP before shooting someone )

I gave that person pull over demand more than 5 times
I told him to Step out of his car , he didn't listen instead he said something else
He was again over speeding , moreover within 15 sec of Engine Shut down we can't give 5 sec demand
We had to stop our car , go there then give demands which is nearly impossible in that scenario
You can see in the POV
But there was Proper RP before I did shut down the Engine
So , that was a Proper RP situation in my perspective !!

Point of Correction : The guy was not complying as well . So , there was a huge chance that he would escape rather comply !!
So , I had to stop the reckless driving !!
There was a lot of RP ( More Than Enough ) before shooting !!​

I already gave him Pull Over Demands multiple times !!
As a Leo , when we try to catch someone , we give pull over demands
& if he doesn't listen to the demand of pull over even after blocking the Engine , we have only 15 sec to take him out of the car .
So , why should I give him any other demand , when I already gave him pull over demand multiple times and he didn't comply ?​
