I asked him to show me his ID but he intentionally did not show me his ID.

I did not show my ID as you randomly came out of nowhere asking for my ID for no reason and as shown in the bodycam i clearly asked you for the reason yet you did not state any
The other thing is that you clearly did metagaming as you came randomly out of nowhere to come and save your friend from being arrested
If asking for ID for no reason is GR 6.4 Then i can easly get a 100 players to run into officers all the time and ask them for their ID non stop

Also it is clearly stated in the Law that is apporved by the state senior curator that there should be grounds for showing an ID

Another point is what kind of rp is you running up to me and asking me for my id for no reason i would call that fail rp also
