I am in the beach market with my friend, carrying a revolver later on i conceal it.Afterwards, I get cuffed by a person who said he's cuffing me for over carrying and later on confiscated all my items and later on released me when i told him what he did to me was illegal.
The guy next to him was wearing legal NG vest,his id was 160483. Doing plain corruption openly without any proper IC reason in the borderline beach market where its a redzone.

Just to Clarify ,
I saw you open carrying , so you were placed under arrest by me , I searched you up and you had illegal items which were confiscated .
Now I had 2 options , either process you or let you go off with a warning , I chose to let you go with a warning since no unit of mine were On duty at the moment . There is no OOC rulebreak .

Upon reviewing the evidence, I have decided to Deny this report

No Fail RP found in the pov (he said "under arrest for open carrying", not over carrying as you mentioned)
No GR 6.4: He was undercover & confiscated your illegal Items, didn't take them for himself.
No RS 5.2: He had a valid ic reason to detain/search you because he was close enough to see the gun n your hand before you concealed it.

If you still believe the detention was mishandled, you can pursue the matter in court as it's an ic issue
