His Bullet is not connected to anyone its not GZ 1.1 and leos can shoot in GZ for valid reason and without warning cuts the engine its not fail Rp plus you didn't provide before 1 minute pov of engine cuts you just provide the pov when he block the engine​

For CR - as your Engine was Blocked and other cars just ram you because your speed got Slowed so CR wont be Count
Fail RP- For Engine blocking you can make a case file as its IC issue,
GZ 1.1- As your were Stealing Car & You were having revolver in your hand, So leos have ic reason to Shoot you in the GZ​

Upon reviewing the evidence I have decided to Deny this report

From the POV it can be seen as Transport escort event, Where Engine blocking is not subjected to demands.
Regarding GZ 1.1 , LEOs can shoot in GZ when ever it is required , You already stole the vehicle they got proper IC reason.
Regarding CR / Pushing into GZ you are the one who drove to that area and when engine blocked your car stalled all of the sudden and ramming occurred, Will not consider as CR
