i was asking for a lawyer and i can clearly see i was basically screaming it but he never wanted to provide one, FYF he never said there was anyone available or tried to contact one.
here is the second part of the arrest which clearly shows me being arrested without a lawyer again even so i asked for it

Upon reviewing evidence i have decided the following
Based on the evidence provided, it is clear from the suspect’s side that he was unable to hear you. As such, it would not be appropriate to penalize him for this matter.
Therefore, the form will be denied.​
