i told him i want a lawyer and he didnt give me one and says he did the dept and didnt take me to lawyer room which is GR 6.4 corupt without bio and he is also dragging me by the arm while grabbing jumpsuit which is also PG

It's an IC Issue. There is no requirement that an officer must first take a suspect to the lawyer room before doing the Department. He might have done the Department to DOJ the moment you asked for the lawyer for the first time to save the time. So, it's an IC Issue, make a casefile against the officer.. Dragging someone while holding their jumpsuit isn’t automatically PG. The character would still realistically have a free hand and he can grab jumpsuit with that. By that logic, officers wouldn’t be able to have jumpsuit in their hand while dragging someone, which doesn’t really make sense.
