[Silence Paradox]

I have made a forum to report breaking the rule GR6.10 and was rejected for the reason "We don't monitor personal DMS.", but the rule gives an example saying, "Insulting someone in Discord Chat relating to an IC situation" and that is exactly what happened.

The rule states that "Any instances of this will be punished". Any instance meaning whether it is in a server's chat channel or in DMs you will get punished for breaking this rule.

By what this player has send to me it is clear that he doesn't care about the rules and only use them when it benefits him.
He Clearly used the forums and rules just to try and get out of a situation IC and if it wasn't for the situation he wasn't even going to report it.

This person has insulted and threatened me and I am pleading to the administration that this person needs to be punished

Insulting IN DISCORD chat and Insulting in PRIVATE messages are two different things
