Where is the Fail RP in this situation?

This appears to be professional misconduct, which should be handled IC , not as an OOC issue.

Also, are you stating that if he returns, the hostages will be killed? If so, that would be considered an unrealistic or invalid demand (UB demand).

If that was indeed a demand, you would have been required to release one hostage. Did you release the hostage?
