He was making sure his fam members were oke, but then he saw the rulebreaks of different members of a unofficial organisation.
So he has the right to report that unacceptable behaviour.
You guys should know better as members of a unofficial organisation, since your leader went to a interview to make sure he understood the rules and that is capable of keeping his family in order.
