The Syndics: Leaders of the Dark World:
Shera Blackia and Chief Normen were close friends from Los Santos College. Later, they worked night shifts at a Burger Shot restaurant. One night, robbers attacked the place and their friend got hurt. Instead of running away, Shera and Norman bravely fought the robbers and stopped them.
The State recognized the bravery behind the act, giving the pair an honor for State Protection. But the Governor's real reward was in plain sight, and came in the form of power to 'handle' the city's Black Market underworld. The Governor believed that only those willing to bleed for the city could truly understand its darkest place. With this opportunity, they started building their own powerful network.
Normen became the public face, making their name famous across the city. Shera preferred to stay in the shadows, using his skills with weapons and chemicals to build power quietly. Soon they created a strong group called The Syndics.
Together, Shera and Normen slowly began taking control of the dark world of crime.
