I want to point out that there were +40 state ppl in the audience during the duration of the POV.
Even though the hostage was in my custody, they opened fire on my organization members.
I told them to leave, but they couldn't attack because I was holding the hostage, so my men needed to be able to leave safely.

You were the only person with the hostage, and all shots were directed at individuals who had already left the scene and were away from the Hostage. “Free Passage” requires no barricades or spike strips, and that condition was met. All State organizations involved will receive punishment for violating ER 1.4
