The error code 0xc000009a and the message in the BattlEye launcher are directly connected. The file dinput8.dll that is being blocked by the system does not belong to the base game.

It is a core file used for modifications (the ASI Loader for ScriptHookV).

Since Rockstar recently integrated the BattlEye anti-cheat system into GTA V, it now detects and forcefully blocks this leftover mod file. Because the file is blocked but the game process is still trying to load it, the application crashes immediately upon startup.

How to fix this issue in 2 minutes:
  1. Open your GTA V installation folder. According to your screenshot, you can find it here: C:\Program Files\Epic Games\GTAV
  2. Search for the file named dinput8.dll inside this folder and delete it.
  3. While you are in there, it's highly recommended to check for other leftover mod files like ScriptHookV.dll or any files ending in .asi (for example, NativeTrainer.asi). If you see them, delete those as well just to be safe.
  4. Restart your game.
Once that file is removed, BattlEye will no longer block the launch, and your game should boot up normally without any error messages :)
