I would like to file a formal complaint regarding the individual identified below.

Despite multiple requests for identification (ID), this individual has consistently refused to comply. On several occasions, when I approached and asked for their ID, they avoided the interaction and left the area instead of fulfilling their obligation.

This behavior has occurred repeatedly and constitutes clear evasion of responsibility and non-compliance with established rules.

I respectfully request that the necessary actions be taken and that this matter be investigated accordingly.

Upon reviewing the evidence I have decided to Deny this report

There is no RP Reason Found to Ask Identification Card from the LEO as per this situation LEOs can ignore to show Identification.
