Dear higherups, as you can see when I am dead in the provided POV and that officer cuffed me,
cufing in game is a just one second process but if you do Role PLay actually a leo need to bend down and hold hands of suspect and than bend to back and leo need to place his hands in cuffs ! which is not a easy process! and its not easy as shown in left eye,, and I beleive thats what a State Rule 5.4 made for ! and mr Sam, before you provide your POV from 1 km away watch my POV, they were firing and still he placed me in cuffs. If you were a Leo in IRL do you Cuff the suspect who got injured or do you stabilize the situation and there was no gun fight than you detain ?? its an RP everyone will understand it if you think if wisely as you are playing the Role !! not just pressing x !

Dear Admins,
This is Arthur Hill | 243686.
I am the Minister of State (DOC). I was the leading officer on scene and was driving the first vehicle. I want to be honest here and admit that I did shoot, but there has been a big misunderstanding regarding the situation.
I sent my unit ahead of us to place a global so other organizations could come and support us. We all believed that the officer who placed the global had already given demands. As you can also see, dear Admins, while my officer was patching that individual up, there was no active 10-10 occurring and nobody was shooting at that moment.
