I was handcuffed at 23:37 for nothing and the lawyer arrived at 23:49. However I was kept in handcuffs until 00:10 totaling 33 minutes before being released This exceeds the 25-minute limit stated in State Rule 1.14 Even with a lawyer present, being held for 33 minutes only to be released without charges shows that the officers were stalling the RP

I just want to give you informatin dear Kevin. We have 25 minutes to process someone criminal. Thats right but there is one more thing. If you called lawyer we need to add +15 minutes for lawyer situation. When department taken the officer needs to say " Taking Department , your 15 minutes started."
As you can see 25+15 = 40 minutes total and there is no violation. I am not securing them from rulebreak but want to inform you with that. Because it can be take some time to check bodycam,situation evidence.

Thank you for the information however, I would like to clarify a few points regarding this situation the lawyer arrived at 23:49, which is only 12 minutes after I was handcuffed the +15 minute rule is typically granted for the lawyer to arrive at the scene once the lawyer is present the processing should continue without unnecessary delay keeping a player handcuffed for a total of 33 minutes only to release them without any charges or evidence falls under stalling RP the purpose of State Rule 1.14 is to ensure players are not kept in handcuffs for excessive periods without action furthermore there was no mention or proper IC communication regarding the "we called the lawyer at 00:00 after 15 minutes or something" during the scene I believe 33 minutes is excessive for a situation that resulted in no charges

And I also first of all in the pov at 23:39 he is talking in the radio and asking high command to take department the other agent (which is sitting in the back) is high command he can take directly but he didn't take

second of all I'm asking the agents few times to provide the exact time they called the lawyer to track the process but they refused to give me any information about that
