Two gang vehicles are present. Nothing in the rules states that the vehicles must be upright.

The player accused of "off road driving" was not engaging in UB Driving, as the side of the highway is a realistically accessible part of the road. Additionally, the driver did not intentionally hit the other vehicle to flip it over. They were simply moving the drivable vehicle closer to the overturned one. Two cars is part of the equation to initiate RP (GR 6.16), they made the correct decision by bringing the RP tighter to avoid reports such as this. Vagos members did everything correctly.

As for you however, after stalling, failing to roleplay, and showing no fear for your life, you continued to ignore directions. At 3:04 in the POV, you were given life threatening demands to "run for your life." Instead, you moved directly toward?? several armed gang members and lingered around them for 20 seconds. Even after an admin told you to comply, you refused. This will result in Fail RP and Fear RP for not valuing your life and failing to continue the roleplay properly (not following demands).
