Approved Complaint against admin [Mikey Son]

I am filing a complaint against Admin [Mikey Son] for unfair treatment and constantly shifting requirements on my RDM reports. [1]
I have tried to report a clear case of highway RDM 4 times, following the admin's exact instructions each time, yet they keep finding reasons to reject it:

1. First attempt: Rejected with a request for the "full situation."
2. Second attempt: I provided it, but it was rejected for being too long (told to make it less than 7 minutes).
3. Third attempt: I shortened it, but was told to provide a timelapse/timestamps.
4. Fourth attempt: I complied with all the above, and it was still rejected/ignored.

I have fully cooperated and provided all necessary evidence, but this administrator is refusing to review the RDM violation properly. Please review my linked evidence and the admin's responses. Thank you. [1]
