I want some rule clarifications in the crime section.
1st: Whenever gangs try to do RP, LEOs usually ask, "Is it a demand or a request?" Since requests can be rejected due to their authority, they often reject them. However, even when we have a hostage, they still ask whether it is a demand or a request and sometimes reject it without caring about the hostage's safety.
2nd: I want the "free passage" demand to be improved. If we take free passage and release the hostage safely, officers often start shooting immediately. If we take money instead, they place spike strips everywhere. This puts gangs at a disadvantage. For example, in EN2, if gangs have a hostage, officers do not come close to them. But in EN3, officers move around freely as if they are in a garden. There should be more concern for the hostage's life.
3rd: LEOs have started rejecting the demand for a large helicopter. This demand was very helpful for gangs, so please try to bring it back.
4th: If gangs do not have a hostage, LEOs can negotiate and collect evidence during that time. However, if gangs have a hostage, no LEOs should be allowed to roam around freely or cuff gang members during negotiations.
5th: Please allow gangs to set certain requirements during negotiations. For example, a gang should be able to say, "I want only 3 officers at the negotiation, otherwise I will cut off the hostage's finger."
