Hello Chief,

I want some rule clarifications in the crime section.

1st: Whenever gangs try to do RP, LEOs usually ask, "Is it a demand or a request?" Since requests can be rejected due to their authority, they often reject them. However, even when we have a hostage, they still ask whether it is a demand or a request and sometimes reject it without caring about the hostage's safety.

2nd: I want the "free passage" demand to be improved. If we take free passage and release the hostage safely, officers often start shooting immediately. If we take money instead, they place spike strips everywhere. This puts gangs at a disadvantage. For example, in EN2, if gangs have a hostage, officers do not come close to them. But in EN3, officers move around freely as if they are in a garden. There should be more concern for the hostage's life.

3rd: LEOs have started rejecting the demand for a large helicopter. This demand was very helpful for gangs, so please try to bring it back.

4th: If gangs do not have a hostage, LEOs can negotiate and collect evidence during that time. However, if gangs have a hostage, no LEOs should be allowed to roam around freely or cuff gang members during negotiations.

5th: Please allow gangs to set certain requirements during negotiations. For example, a gang should be able to say, "I want only 3 officers at the negotiation, otherwise I will cut off the hostage's finger."

Also When there isnt any hostage and LEOs give leave demand they start shooting even if gangs are complying and not posing any threat to their life. They should insted get involved in a chase and use their non lethals unless the feel threatned for their life.

Not off topic: if you can talk you can say I only want 3 hc here and negotiator if u have hostage and force them to fearrp big heli got removed from demands because some people's was abusing it when they got 3 hostage they was asking for money and heli and when one of your members got cuffed you should refer to fearrp also because your member will get max fines and will not be released and about when hostage is safe Leo's have right to kill you all because hostage have runned away and criminals don't have any hostage anymore so Leo's have right to shoot you all

We are gradually losing our strength, and we need your support. Also, even though we now have Hostage, because our numbers are low, they don't grant us free passage rights, and in the end, we all get arrested. As if being arrested wasn't enough, they demand the money they gave us back by pointing guns at our heads.
They constantly lie to us, even if we reach an agreement with them, they lock our engine, they shoot at us, and each of them is waiting in their vehicles, ready to arrest us if we try to escape.

Not off-topic I absolutely agree with the explanations given. Gangs are very prevalent on this server, and the number of people like me who enjoy an illegal lifestyle is very small. Moreover, honest police officers don't arrest us; a corrupt cop comes and hands us over to him. Isn't this outright selling us out, us valuable gang members?

Hi, Its Maple.
I've been part of State Organisations for almost my entire time here in this city, I've served as the Attorney General and Rank 28 of all State Organisations and i must say for the time that i have been playing, LEOs have been getting WAY to comfortable with hostages and gangsters which RUINS the RP experiance for not only the gangsters but even for units that are negociating and the people who are taking positions in the back.

Could you imagine 30 cops surrounding gangsters that are holding a living human being as a hostage thretening to kill them?
Its Absolutly ruins the RP and looks like a Marriage Function rather than a High Threat Criminal Operation.

Rules like these should be enforced to motivate people to balance out factions in this server so that we can have a proper flow
from Arrival -> Negociation -> Demand Fulfilment -> Escape / Shootout

And i completely agree with Hassoo Cenazeoglu, if you go to a current store you can CLEARLY see that there is ATLEAST 3-4 corrupt bios trying to cuff someone during the negociation and start screaming "DO YOU WANT TO EXCHANGE!, DO YOU WANT TO EXCHANGE!"

Action should be done on this and equal authority in terms of operational advantage for Law Enforcement and The Life of the Hostage for the Gangsters.
