At 19 seconds into the video, player ID 228221 directly electrocutes player ID 243285 in the car without counting the 5 seconds. Then, at 22 seconds, player ID 228221 has a shotgun but still handcuffs the other player, which is a rule violation and constitutes a PG (Pick-Up Player) penalty. Furthermore, player ID 228221 doesn't speak at all while handcuffing or electrocuting the other player, which is also a rule violation and warrants a FAIL RP penalty.
