From my POV admins can clearly see that she had enough time to peach us and arrest us instead i think she was just cuffing everyone to farm RP tickets or something like that.

The person who cuffed you is an NG soldier,
And she didn't cuff anyone else as per your proofs, and by script she can't arrest you,
Also to mention it's an FZ raid, her priority is guarding the base and not arresting people.
