As you can see in the video, he shoots from the gas station toward the event area and kills me. Also, just as I was turning the corner, his bullets went through the metal barrier. Please check his PC because I suspect something is not right.

After review, ID 425536 will receive a punishment for GZ 1.1. However, no punishment for ID 541281 as player was originally inside zone then left which gives your right to shoot him as he was already in zone.
