Yes absoul Power gaming. while he was patching me he did cuff to him...and he has gun also while cuffing...

As you can see in the video, I did not have a weapon in my hand while cuffing the suspect; the only way to log the arrest was to fire my weapon and kill the individual. My body cam was recording, and I have shown the footage to the relevant parties and my leader; there is no power gaming here.
