I was doing my work and this guy started CR without any reason.

I was standing at the arena and suddenly recived a message of fine issued.But when i checked there was no officer near my car then who issued the fine this is fail rp and after that I checked in the bank that person id who given me fine.That person must be punished evidence is attached in pov.
