If you are in that area in shows there's a raid taking place and he is clearly wearing a uniform so it clearly means he is going in the zone so how can you kill him without any warnings.
If someone tried to kill you will you wait for the him to finish you off.
And it's clearly mentioned any criminal act.
Trying to kill is also a CRIMINAL ACT.

This guy tried to kill me while I was a On Duty EMS Officer without any reason which is not allowed if I had not climbed out of the helicopter I would have surely died. He even did not say a word or gave me a warning to leave the area.
It seems like you are telling like it is alright to take spawn at last location because it was 18:11 where you spawn directly on the island and get all the major loot that is supposed to be taken by competing.....
And if it is wrong to go on the beach early then how can you be on the island...
