109911 - RDM (Killed without any warning in city)

(Possible bug abuse - I asked a few of LEOs IC at SAHP to see where my car is in their PDA, they said no car was being stolen at the said time. I also asked Admin, and they (Attached Screenshot below) confirmed that no cars are being stolen after they checked. proof -
