Law Enforcement Organizations are allowed to tell you they have to fall back and change locations if the situation is unsafe for them to proceed negotiations. They have to fear for their own lifes, as well as the life of the hostage. In this case it was very clear they were being shot during the negotiations and they deemed the situation unsafe, which is fair, they chose the life of many over the life of one. The location was chosen by you guys, you could simply pick a location with a less hostile environment if you do want your money, but LEO's were in their right in this case.
Second, the POV shows a tiny fragment of a shootout while the hostage wasn't safe yet, however, the POV only shows stairs at the moment the fight starts. It sounds like the first shots were fired from the roof you guys were standing on, however, since this is not visible I cannot be 100% sure of this. The fight then broke out, but the moment it escalated is the moment the POV is cutoff, which clearly means I cannot judge the entire situation and therefore reject the complaint.
Last, the agent that is standing on the roof clearly not engaging in RP and then disconnected, it does look like a crash, but I cannot tell that, therefore he will receive punishment for GR6.2, as the disconnection while in RP is very clear. He is free to appeal it if he has proof it was a legit crash.
