With the additional proof that is provided in the complaint against the decision made in this thread I came to the following conclusion:
- FIB started searching a car after the Black Market raid had finished. There is no rules against this, as long as they have a suspicion.
- The owner of that vehicle initiated the gunfight by shooting at the searching FIB agent, without any demands given, a violation of GR6.15 and ER1.2 (forbidden to kill/rob/kidnap within 5 minutes after event).
- FIB responded to this by returning fire, which is allowed by Rules for State 5.3
- The FIB agents were shot unconscious, but an SAHP agent made a distress call, agents down.
- LEO's returned to the Black Market and shot the person that initiated the gunfight, however they also shot two bystanders that had nothing to do with the situation. For these people no demands were given and there was no RP reason to shoot them.
- The above caused LEO's to support the two LEO's breaking rules, however in RP they had a valid reason to shoot at the running suspects.
- Finally the LEO's took control of the situation, patched people up and SAHP took the initiating person to jail, that is where all POV's end.
The above leads to the following punishments:
- ID 378092 will receive punishment for UB (Driving offroad)
- ID 230542 receives punishment for GR6.15 (FIB shooting innocent bystander without demands)
- ID 353187 receives punishment for GR6.15 (FIB shooting innocent bystander without demands)
- ID 289580 receives punishment for GR6.15x2 / ER1.2 / Mixing (Car owner shooting both FIB agents without demands, well within 5 minutes of event)
- ID 410811 receives punishment for UB (Flying heli under overpass)
FIB's warning will be revoked as only 2 FIB agents are punished in the situation and the additional POV's showed the cause of the rulebreak was not to blame on LEO's.
