Upon reviewing the evidence, I have decided to Accept this report.

ID 126482 will receive a punishment for Gen Rule 6.15
(When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them.)

Your demand was intended to the car driver, which you said to him directly: "Move your car", Then you started counting.

Also, If anybody shot at you without proper RP, you do not shot back with out proper RP.

Do not meet a rule break with another rule break!

(Using a vehicle to crash into people is prohibited)

However,

ID 200844 will receive a punishment for Gen Rule 6.15

As per you, you did not give proper demand and you immediately started shooting, what you should have done is to tell him to stop running (When he was running) or to get out of the car (When he reached the car). if he did not comply, then you can shot or tease him.
