Raised in Germany in a struggling immigrant household, Vinsmoke Judge grew up facing rejection and hardship.
With no support at home and no money to his name, he turned to crime at a young age.
The streets became his teacher, and a gang called the HAWAIANs became his family.
They taught him how to steal, hustle, and disappear without a trace.
But ambition got the best of him — Vinsmoke betrayed the gang,

Now, in this leadership role, he oversees critical operations, mentors newer agents,

Outcomes:
1. Vinsmoke can take bribes up to 100k (cash and/or valueables) to let go of any 10-15 he detained (will use darknet if already processed).
2. Vinsmoke can participate in criminal activities with his family and friends. (Only when not in uniform)
3. Vinsmoke can refuse/lie about requesting lawyer, and can refuse to identify himself.
4. Vinsmoke can use XXX serial numbered guns that he picked from the ground, and sell them in black-market (No Org gear/weaponry WILL be sold on black market).
5. Vinsmoke can plant illegal items on individuals to plant evidence on them. (No UB)
