As u can see he is open carry. After he saying he is Fib - im still didnt shoot any, but he started.

If he is fib? how he joined em , if he registered not longer than month and didnt passed one of criterias - 1 full term in lspd
second question is: why he is shooting, even with corrupt bio , he cant do it at city center ( if i know correct) is this corruption without bio ?
