As you can see my forum, the complaint was raised against the player for 461843 for GZ 1.1. However, Administrator has given a wrong decision for CR. I would really appreciate if correct decision is given for the same forum.

The correct punishment ingame was issued (GZ1.1 for the thread with a warning), most likely he copied something wrong.
