You already got 3x answer to this topic. Now you make wrong complaint to CoP for a warning offense. Stop spamming posts.
The officer shoots are you because youre a threat to him and the person in custody.
You on the other Hand have no reason to shoot in the first place. You give no demands (you ask for ID) that he can follow and you are in City boundries. There is no Rulebreak-for-Rulebreak.

Now I see from Post-History that you are already banevading from Mass-GR1.4 Violation that was not appealed.
Account will again be permanently banned.
