The POV does not show which party shot first, I could make an assumption, but we don't punish based on assumptions.
I do see several things that should be avoided in the future:
- Cuffing someone while that person has a gun in his hands is allowed. Making a fuss out of this IC has nothing to do with RP and is a clear case of FailRP. In this case IDs 373701 and 464426 could be punished for that. I chose not to as this is a very minor violation and I choose to simply state this as a warning not to do it again.
- No where in the rules does it state you can demand 10 seconds without shooting. You can certainly demand in RP, however if the hostage is safe, LEO's are free to open fire to take down armed robbers. In the POV it is unknown who shoots when the hostage is near you, this is not visible. Then the hostage takes a seat in an LSPD car and the LEO's open fire. That is completely fine and acceptable, no rulebreak.
- ER1.16 states two demands: Money in trade of a hostage and Free Passage (removal of spikestrips and barricades that hinder leaving). For Free Passage LEOs are all good to leave certain barricades that protect their own safety, as long as they dont hinder you leaving.
- Placing spikestrips under cars is unrealistic and should not be done. The provided POV does however not show who placed these.
- Finally, LEO's are bound by rules to follow IC laws, shooting a person that simple is in the area does absolutely not comply with this, therefore the following four IDs will receive punishments for FailRP. They could be punished for corruption by shooting him, however based of the RP it does not seem the corruption is intentional, however this is the final time this is stated.
ID 338356, 365028, 427523, 445780 will receive punishment for FailRP (State Rule 1.1)
The above means LSPD will receive a verbal warning for three members being punished in the same situation.
