(A LEO is permitted to cuff a person who is holding a firearm/weapon, as long as the officer is not holding a weapon himself. The officer may later confiscate the firearm/weapon. Additionally, the location where the arrest took place is not considered part of the Black Market. Therefore, a LEO is authorized to carry out the arrest and take legal action.)
