Rejected RDM+VDM |115972

While reporting the wizard for UB spikes, me and a random guy were waiting on the road when the player(ID 115972) just ran over the guy standing by me and downed him which is an VDM. Then he gets out of his car and starts shooting without any warning or demands where I got downed which is probably RDM.
