Rejected RDM on parking lot and stealing a car from me

he killed me in the parking lot and he steals my car and the car is now in the penal parking lot and I have to pay 2 million, I have a picture as proof, he doesn't have to get anything, as long as I get paid 2 million to take the car with me. I cant post picture here but i camt send on discord
