Tino war born in Europe, more precisely in Oporto, Portugal.
His father, Ruca Rusty, was one of the most respectful and successful business man in Portugal and Europe. His mother, Popota Rusty, was a respected doctor in one of the biggest hospitals in the Country.
Tino's family was considered one of the most wealthiest families in Portugal and during his childhood he never went through rough times (financially).
Tino's father, Ruca Rusty, was also a fan of guns and he used to take Tino to one of his many farmhouses where they could practise shooting freely.
Teenage Years:
When Tino was 16 years old his father had so many businesses under his control that he started getting approached by some Mafia/Gang members that wanted to have a share of all the income Ruca Rusty was getting.
Ruca knew how hard he worked to be where he was at the time and he didn't want to share the profits with anyone and told them he wouldn't give them any money.
This enraged the gang/mafia members and 2 months after Ruca Rusty told them he wasn't going to give them any money, during the night, when Tino, Ruca and Popota were sleeping, 4 guys entered their house and shot Ruca and Popota while they were sleeping.
They thought about killing Tino aswell, but since he was just a teenager they felt some kinda of pity and spared his life.
Before leaving the house, the gangsters made sure all the evidences were gone and told Tino that if he said what happened to anyone they would hunt him down aswell.
Tino was left alone in his house and had no money at all. All the money and savings his parents had, were stolen by the gangsters and all the businesses were overtaken.
Being so young and having been through all that, Tino was so scared and lonely that he decided to use all the money he had with him (he had around 150$ of savings from birthday presents, etc that the gangsters didn't manage to find when they robbed his house) and bought a ticket for the first flight available.
A few hours later, Tino Rusty arrived at Los Santos for the first time...
By this time, Tino had already overcome his parents death and was finally able to start a new life.
Tino learned from his father that the most important thing to be successful was to make many (and good) connections, so He quickly started networking.
Shortly after, he met a group of portuguese people that were all living together and started hanging out with them more frequently which eventually led him to move to this house where all his portuguese friends were living.
Being with them almost all the time, made Tino look at them as his new family.
Adult Years:
A few years past and Tino was now seen as someone respected within his new family and continued to network with different people around the City.
Due to the "business lessons" his father past to Tino, he was also given the responsability to take care of the family businesses and to negotiate and find new businesses oportunities.
By this time, Tino was only "struggling" financially.
He worked as a lumberjack, electrician, and farmer but the money he was getting wasn't enough if he wanted to be successful as his father was.
Tino finally decided he needed to get a better job and decided to follow his mother steps by applying to work at EMS.
He was called for an interview and right after that, he was hired as a trainee.
Tino climbed his way up on the ranks and eventually reached the rank "EMT". During this time, Tino manage to earn and save a decent ammount of money and could finally say that he wasn't struggling anymore.
Everything seems to be going good for Tino but for some reason he felt something was missing in his life. He was constantly thinking about his parents death and wanted to find a way where he could help stop other people from going through what he went.
One day during one of his shifts at EMS, while treating a patient, Tino opened up his heart and told how he was feeling to the patient.
Lucky for Tino, the patient was someone with high responsabilities in the Secret Services and being touched with Tino's story, invited him to the organization as a trainee.
Tino was so happy with the invitation that he immediatly accepted the offer and left EMS. He later went to the hospital to say goodbye to everyone and to explain why he was leaving.
Being a member of the USSS, Tino received specialized training in driving and shooting and eventually became a proficient shooter and driver.
Tino continued to work hard and reached the rank of USSS SA where he still is today, while continuing to take care of the businesses of his portuguese family in Los Santos.

Outcomes:
- Tino wont allow any harm to be done to his loved ones. If anyone harms his family, he is ready to kill on spot.
- Being an USSS SA Tino has an almost invisible microcam attached to his shirt that is rolling 24/7 and continuously uploads the last 5 minutes to the cloud.
- If there's 1 car following Tino, he will manage to flee from an attempt on being pulled over due to the training received in the SS and the experience driving the Governor (unless when there is more than 1 car following him).
- Tino always has his duty firearm and armor next to him in case a gang or mafia tries to kill/kidnap him
- Being an USSS SA he was trained to use any weapons so that he can save his partners. This means he can pick up weapons and ammo from the dead, to save his life, as well as lives of his partners only when there is no active gun fight going on.
- Tino can heal anyone as long as there are no gun fight going on, due to his mother’s teachings as a child, and his experience in EMS.
- Tino does not show Fear easily, his tragic experience (parents death) and his SS training made him able to not show fear when there are 2 or less guns pointed at him. Also, due to his heavy training in USSS Tino is able to combat on a 1vs2 situation at any given time.
- Tino has also received special training to recognize people by voice when they speak to him.
- Tino will not allow any citizen to be oppressed and jumped by anyone or gangs, he will use all his might to save them.
