As usual I was looking for wanted cars end gas pull at gas station and I randomly open PDA and check nearby then I show somebody is wanted by the state near me. there was only one person in front of me and ask him to see his passport he was ignoring that and try to change topic

at end i decided to arrest him for failure to comply by saying you have 5 sec to show me your passport but he started shooting. as per GZ 2.3 say you can't that

without backup I don't even dare to fight and also I am not dumb enough to give demands in GZ max to max I would wait for backup and arrest you

and requested your passport multiple Times then i decided to arrest you for failure to comply by saying you have 5 sec to show me your passport.
but you run out of gas station and trying Kill me and I was just standing there and requesting backup i don't shoot Just put armour on and hold gun (fear)
