Operation Phoenix: Final Judgement
Date and time of the event: 27/06/2025
The organization that is conducting the event: FIB (Federal Investigation Bureau),
Event details :
The criminal warlord Ragnar Blackthorn is under heavy protection inside Humane Labs, where GOV and National Guard are safeguarding him before a classified meeting.,
Inside the lab, the Government will sign an Executive Order authorizing Ragnar’s off-the-record execution, citing national security risks. After the signature, Ragnar will be handed over to the FIB.
Meanwhile, FIB, LSPD and SAHP start from Bolingbroke Prison with a false prison convoy, masking the real operation to avoid leaks. They meet at Humane Labs for the handover.
Once the handover is complete, FIB begins transporting Ragnar to a remote execution site at Mt. Chiliad. (The Top Of Chilliad)
SAHP will protect the entrance of sawmill and all entry and exit points of Mt Chilliad until FIB and LSPD (SWAT) reaches the top and encounters Ragnar.
But the plan leaks to the streets…
Ballas, Bloods, and Families unite to intercept the transport, protect Ragnar, and expose the government’s illegal operation. They must rescue him before the execution is completed.
This event mixes deep government RP, coordinated org movement, and cinematic gang intervention, with high stakes and two fully interactive RP paths.
Role of Each Organization Involved:
Inside Humane Labs:,
GOV – Signs executive order authorizing Ragnar’s execution.
NG – Guards Humane Labs, provides aerial support during transfer.
Starting from DOC:
FIB – Receives Ragnar from GOV, leads the transport team.
LSPD – Creates decoy convoy, secures external routes.
SAHP – Controls highway routes, rides in convoy.
Ballas – Primary strike team, tasked with ambush near Sandy.
Bloods – Handles rescue attempt post-interception.
Families – Supports with reinforcements and tactical blockades.
Other organizations involved:
EMS – RP medics to help injured; neutral role.,
LI – Embedded "media team" tracking the event; may uncover the execution plan live.
Gang Objective: Intercept FIB convoy, protect Ragnar, and take him alive to a gang safehouse.
Vehicles/weapons needed:
Law Enforcement:,
FIB – 2 SUVs, 2 Patrolling SUVs, 1 prison bus (main transport)
LSPD – 2 patrol SUVs, 2 SWAT van
SAHP – 2 interceptors
NG – Jets and helicopter (air cover)
Gangs:
Ballas/Bloods/Families – 5-6 SUVs in gang colour
SMGs, pistols, rifles and shotguns only – no RPGs or Heavy Guns
Optional bikes for escape
Others:
EMS – 2 ambulances
LI – 1 news van, 1 camera drone (or heli)

How is the event won?
- LEOs Win if Ragnar is successfully executed at Mt. Chiliad after proper transfer.
- Gangs Win if Ragnar is rescued during the transport and taken to a designated safehouse (Paleto, Grove, or random hideout)

- Winning Org/Gang: $500,000 in org/gang funds

- Provide Ragnar actor or admin-controlled character,
- Spawn all vehicles and escort elements,
- Setup execution zone at Mt. Chiliad peak (lighting, RP props),
- Monitor fairness and enforce RP quality,
Rules of the event:
- RP-only — No OOC during event.,
- RK/NLR is not allowed — Dead = out.,
- No heavy weapons or outside interference.,
- EMS and LI are non-hostile and untouchable.,
- Gangs may coordinate but not kill each other.,
- Execution only allowed at Chiliad site after proper RP.,
- LI may expose plan, influencing future RP arcs.,
