I asked an officer for a fine because there was a car without windshield, so I told him to give it a fine, then FIB officer gives a mission to the LPGD officer that you should not give a fine to this person and said that I completely trust you that you should not give a fine, fib officer taking wrong advantage of his power.

Corruption
It is also possible that he is doing corruption and says I'll help you with something, don't fine him and he give mission (its not in bodycam but its possible)

Fail-RP
he is doing fail rp because a FIB officer can not give such a mission to LSPD officer

Rejected Your there to do your Battlepass task and you cant demands a Leo to issue you with a fine so they you can complete your task As a FIB he did it right by teaching them not to do something like that which could be considered as corruption. So by assigning them a task not to do it will stop them from doing it. ​
