while l was riding my bike a group of people were standing in front of me first one of them came and kicked me knocking me off the bike then his friend came and shot me with a shotgun for no reason

It's Fail RP by ID 381534, he returned to a RP situation in which he already died in. He is watching people fighting and guns going off in the ghetto instead of fearing for his life and running away from the shooters he is standing there spamming ringing a bell like the guy from Breaking Bad to provoke.

He already died there once too and came back a 2nd time clearly for OOC reasons as you can see in his friends POV on a different report. Regardless of 15 minutes having passed, his character has no motive to return to the exact scene where he died and provoke his killers again. No fear for his life = Fail RP.
