Harsh Bollo was raised in the rough trailer parks of Sandy Shores. Survival and crime was a way of life there. Grease and payola under the table was what his chain-smoking mother and mechanic dad taught him. He was not chatty, not because he was ignorant, but because he was learning. He observed how authority operated, how bribes were traded, and how individuals would vanish.
He dropped out of school at 16 and became a Route 68 smuggler's hustler. He earned enough selling hamburgers and more and didn't have a guilty conscience. A near-fatal accident involving a failed drug drop made him quit and re-examine his life. He was back two years later, sober, quiet, and set on cleaning up the highways that almost killed him.
When Harsh came to SAHP, they were all shocked, particularly considering his background. But he joined not because he loved his country but because he wanted authority. He had witnessed the chaos. Now, he wanted to determine who was pulled over and who was allowed to pass by freely. The badge provided him with a place to hide behind his background, but it did not make it go away.
Career Story :
Early in his time at SAHP, Harsh Bollo had late nights, distracted drivers, and the pungent aroma of hot burning rubber. Maybe he worked too hard. His colleagues would tease him and say he could drive a Crown Vic to board a plane. But behind his gruff exterior was a man who never quite let go of the past. After a couple of years as a cop, Harsh was in a bind. Money and an old "favor" from an old acquaintance, now a mediocre arms dealer, were offered to him in exchange for silence regarding a convoy up the highway. Initially, he refused. That was his first break. Next, he considered the system that starved good men but gave free rein to criminals. So, he reconsidered.
It was easier after that. Street racers who were breaking the law paid him to discover when patrols were light. Envelopes were received by him from new drug dealers in exchange for not operating checkpoints. But Harsh never thought of himself as dirty; he was realistic. He didn't kill or rob people. He just made the rules easier.
He climbed his way up in SAHP steadily. While awards and honors were the target of others, Harsh built contacts in the force as much as in the underworld. He began using his father's garage, his former car repair shop, as a cover for all that he could not keep in his locker, to launder bribes.
Today Harsh Bollo is a well-known senior officer. He trains cadets in the daytime and attends to quiet transactions after dark. He appears to be a veteran police officer with a firm understanding of traffic. But those who know his name in the underworld realize that greed does not motivate Harsh. He believes that no one else is as hard as he is to make the hard choices. That is why he is corrupt
