Jacques Shakur likes to feel powerful and make money easily. Born and raised in Rotterdam, the law was both his father’s profession and his personal prison at home. As the son of a hard Dutch police commissioner, Jacques grew up under scrutiny, discipline and coldness. But where most boys succumbed under the pressure, Jacques was sharpened. He became calculative, observant and learned how to pretend to be innocent without being so.
Jacques was barely 18, When he applied for the Dutch military police.
After being accepted in the military police, he finished his basic training and got stationed in the port of Rotterdam.
Here he came in contact with both big an small time criminals, after seeing how much money they made with little effort, Jacques was intrigued to learn more about this. After a successful but short tour of duty in the Dutch military police, Jacques used his multilingual skills and clean record to win a scholarship for an international law enforcement course in Los Santos U.S.
During his scholarship period at the LSPD, he graduated as one of the best students of the criminal psychology and tactical operations classes. After his scholarship he got accepted as a junior agent in FIB. This is where career really took off.
Jacques took his valuable experience, and he used it as a weapon for both good and bad.
By the age of 24, he was absolutely untouchable: fluent in the law, loyal to no one and too valuable to lose.
Career story:
He started as a junior agent, guided and trained by his good friend who took him in as family. Jacques is a quick learner and soon after his training he made his name into Narcotics, flipping low-level dealers into informants within gangs, he took interest in the undercover department and got accepted. Jacques rooted out criminals and gangs while secretly learning how to cover his own tracks more effectively.
Each department added tools to his interrogation tactics, forensic knowledge, case manipulation. By the time he arrived at the FIB, he was already three steps ahead of his superiors.
Now as 00 agent in the UC department, Jacques helps overseeing the UC department across Los Santos, controlling identities, missions, and lives. But behind the clean title, he runs a covert shadow network. He deliberately places agents in positions to sabotage competitors, reroutes intel to gang proxies he secretly profits from, and uses his department’s abilities for personal gain.
With access to burner identities, evidence rooms, and undercover case files, Jacques ensures anyone who crosses him disappears either into prison, or into a body bag under a false name.
