Dear Sir,
I just normally replied to a guy, my intention were not to disrespect any Administrators, I just used the phrase as the same guy when he was governer of the city abused his power so many times on me and many more people. I never told in that phrase that he abused his powers while being an admin or so on.

I hope you understand it.
