Upon reviewing I have decided to Accept this report.
ID 213603 will receive punishment for GR 6.8 + GZ 1.1 + GR 3.3
However, thread owner ID 180469 will receive punishment for Meta Gaming.

GR 3.3: All players must be able to communicate in English and IC chat must be English only.
