Rejected Breaking rule fail rp and Bad behaviour of 129173.

I wanna theft his car thats the reason i kill him. He break the rule talking by dead are FAIL RP. In Dead he do bad behaviour with me in rp chat you can see the screenshot asa proof. Sorry but i dont know his name beacuse in rp chat shows a stranger that's why i put in nickname his id number.
Please give him good punishment.
