On consideration RDM + CL + MG | 207101 + 212121

As you can see in the bodycam when i drag my suspect to the reception in DOC the ID 207101 start shooting on us and he shoot at my suspect and he is unconcious and when he was unconcious and ID 212121 my suspect is talking as FL (mar de mar de) in english kill me kill me as it is considered as MG as his IC mic was open and he is taking on discord or something and when i approach to the Guy 207101 he did CL.
