Life Story
Retro Stark grew up in the peaceful countryside of Paleto Bay. His father was a retired soldier and his mother was a teacher. He had a simple life as a child. But the peace didn't last. When Retro was 14, his parents were killed in a hit and run that the police never solved. That moment made him lose faith in the system of justice. Retro grew up with both law and crime around him. His uncle, who was a well known car smuggler, taught him how to bend the law.
He kept going to school, got good grades, and eventually passed the SAHP entrance exams, all because he thought it was the right thing to do. He wanted to be in charge of things that other people couldn't, like the streets. He promised to keep people like his family safe. But the more he learned about the system, the more he saw how weak and easy it was to take advantage of.
Retro finally understood that no badge could guarantee justice; only power could. As time went on, the line between good and bad became less clear. He saw corruption as a way to balance power, make money, and still protect the people he wanted to protect.
Career Story
Retro Stark never went into SAHP for the authority. At the time, he truly believed in the badge. During those first years, he was the sort of cop who lived for the pursuit putting his cruiser through its paces, chasing down street racers, and keeping the highways safe. Folks took notice. He was quick, sharp, and the sort of partner people trusted to watch their back.
But eventually, the glint wore off. The calls all sounded the same, the wages weren't worth the work, and corruption appeared to have a seat at every corner of the agency. The final straw that snapped him was when a politician's son was busted smuggling guns. Rather than going to justice, the kid went free on account of "orders from above." That was the day Retro lost faith in the system and began learning how to manipulate it.
At first, it was little things. Allowing a driver to slide. Breaking a record here and there. But one deal brought another. Next thing he knew, he was dealing with cartel connected drivers, not for stacks of cash, but for hot equipment, used cars, and the type of inside information money couldn't obtain. News traveled, and the underground started calling him "the man on the inside.
His record on paper still read pristine, and that reputation propelled him into a stint as Undersheriff. He wasn't simply cruising highways anymore he was running them. He could shift patrols, stash cases, and determine which issues went away silently. To the community, he appeared to be an honored commander. To criminals, he was the go between who could save or kill them.
That chapter closed, but the imprint it left did not. Respected, feared, and mistrusted all at the same time Retro Stark discovered the true power was not in the badge. It was in toeing the line between law and rot.
Outcomes:
1. Retro can take bribes (up to $100,000 and ask for guns/ammo/illegal stuff as bribe).
2. Retro can act like a criminal. For example, go for the ghetto clap, buy , sell guns at balck market, or use illegal stuff (no ORG weapons included)
3. Retro can leak information to criminals in exchange for money or favours.

escape.
5. Retro can refuse to give a 10 15 a lawyer/ lie about asking for one and still detain them without identifying himself with the ID and without a lawyer.
