Rejected GR for state 5.2 and power gaming

I was opening lottery tickets inside a 24/7 store, and I got searched by a fib secret agent for no reason. I know this is a fib secret agent because earlier today he tried arresting someone at our fam hq, and I got his state ID, and he was wearing the same clothes. He committed gr for state 5.2 and also power gaming.

5.2 LSPD/SAHP/FIB cannot stop a person, search him or ask for a passport without a IC reason.
